Head Start Grant Application and More

The Wednesday, March 19, 2024, Santa Clara County Board of Education (SCCBOE) meeting will start at 5:00pm. Contemporaneous public comments may only be made in person in the San Jose Room of the Santa Clara County Office of Education (SCCOE). Community members can follow SCCBOE meetings at home by clinking on this link and scrolling down to the Watch Live heading. If you cannot attend in person, and have a comment that you would like the SCCBOE to consider in its decision making, please email all of us prior to the board meeting at SCCBOEMembers@sccoe.org. First up on the agenda, the SCCBOE will recognize the SCCOE's Student of the Year. The SCCBOE recognizes students who overcome significant obstacles to reach their personal and academic goals. The 2025 Student of the Year for the Special Education Department is Khang Pho of the Deaf and Hard of Hearing Program at Leigh High School. The SCCBOE will also offer Recognition of the SCCOE Public Affairs Department for Receiving Four CalSPRA Excellence In Communications Awards. The California School Public Relations Association (CalSPRA) gave Awards of Excellence to the SCCOE's Owlie the Owl, High School Voter Education Campaign, and Advertising in Local DMV Locations, and Awards of Merit to the 2024 CISC (Curricular and Improvement Support Committee) Symposium.


Next, the SCCBOE will receive Public Comments of Persons Desiring to Address the Board (for non-Agendized items). Participants are given 2 minutes at most to address the Board, and the Board is not permitted to engage on the subject matter because it is not agendized. Next, the Board will hear Reports from SCCOE Bargaining Units (which include its teaching and staff unions, among others).


Then, the Board will consider approving its Consent Action Items. The consent part of an agenda generally includes non-controversial subject matters that can be approved all together if the Board all deems the items non-controversial and chooses not to pull any for discussion. For the SCCBOE, this part of the agenda typically includes minutes from the prior meeting, resolutions recognizing ethnic groups the county serves, specific educational initiatives, and outside donations the county has received. This meeting's agenda includes resolutions recognizing Environmental Education and Literacy and Arab American Heritage Month, and also includes a Revision to the A-G Completion Improvement Grant Program. Stephanie Gomez will then Request Approval of the Budget Revisions for February 2025.

This is an action item and the request and budget revisions can be found under agenda item 7A. Assistant Superintendent of Business Services, Stephanie Gomez, and Director of Internal Business Services, Lauren Nguyen, will present the revisions and be there to address any questions or concerns the Board may or may not have on the budget revisions. This is a regular request when either Income or Expenditures in actuality are different from the SCCBOE/SCCOE's approved budget.


Interim Superintendent Dr. Hinman, and Dr. Kristen Lee will next Request Approval to Submit the Non-Competitive Head Start/Early Head Start Grant Application for FY 2025-26 and Selection Criteria. This is an action item and Dr. Lee's presentation, as well as an executive summary of the application and supporting materials can be found under agenda item 7B. The SCCOE provides and manages Head Start for Santa Clara and San Benito Counties. The SCCOE just finished a 5 year grant cycle with the federal government (that funds Head Start) and this grant application is for the next 5 year cycle. The application includes goals and objectives for the next 5 years, along with a budget to achieve them. If the grant is approved, funding is guaranteed for all 5 years as long as the Head Start program is in full compliance of Head Start regulations.


Then, the Board will discuss a Change of May Board Meeting Dates. One of the SCCBOE's meetings dates (May 7th) conflicts with the Santa Clara County School Boards Association's (SCCSBA) annual Hoffmann Awards ceremony that recognizes impactful, innovative, replicable and sustainable programs implemented in schools all across Santa Clara County. It is a great evening for trustees across the county, whether local or county, to learn about best in class programs and network to learn about the same.
