
The Wednesday, February 26, 2024, Santa Clara County Board of Education (SCCBOE) meeting will start at 5:30pm, after the Board meets for 2.5 hours to review Superintendent applications in closed session (starting at 3pm). Contemporaneous public comments may only be made in person in the San Jose Room of the Santa Clara County Office of Education (SCCOE). Community members can follow SCCBOE meetings at home by clinking on this link and scrolling down to the Watch Live heading. First up on the agenda, the SCCBOE will receive Public Comments of Persons Desiring to Address the Board (for non-Agendized items). Participants are given 2 minutes at most to address the Board, and the Board is not permitted to engage on the subject matter because it is not agendized. Next, the Board will hear Reports from SCCOE Bargaining Units (which include its teaching and staff unions, among others).
Then, the Board will consider approving its Consent Action Items. The consent part of an agenda generally includes non-controversial subject matters that can be approved all together if the Board all deems the items non-controversial and chooses not to pull any for discussion. For the SCCBOE, this part of the agenda typically includes minutes from the prior meeting, resolutions recognizing ethnic groups the county serves, specific educational initiatives, and outside donations the county has received. This meeting's agenda includes resolutions recognizing the Women's History Month and Youth Arts Month, along with a request to approve specific donations to the SCCOE and its School Safety Plans. These are all action items and their supporting documentation can be found using the link above under agenda item 7.
Next, Interim Superintendent Hinman's team will present the 24-25 Local Control and Accountability Plan Mid-Year Report. This is a discussion item and the report and presentation can be found under agenda item 8a. The report shows that in the schools the SCCOE runs (which educates many of the most underserved students in the county), the California Dashboard shows there is significant work to be done as it relates to Chronic Absenteeism, Suspension Rate, College and Career Readiness, English Learner Progress, and Academic Indicators for English Language Arts and Math. That being said, the report also shows there are goals for improvement in each of those areas, and expenditures set aside to that end in the LCAP to move the needle this school year and beyond.
The Board will then receive a Head Start and Early Head Start Training. This is a discussion item and the presentation can be found under agenda item 8b. Head Start programs must provide training to its decision makers, of which the SCCBOE is one of them. This training is to ensure the two new board members (myself, and Jorge Pacheco) receive that training.
After closed session, the Board will next Discuss and Approve Candidates for Region 20 CSBA Delegate Assembly. This is an action item and the candidate's applications and ballot can be found under agenda item 11a. Representatives to the Delegate Assembly are tasked with representing Santa Clara County's interests with the CSBA to ensure that this statewide organization is advocating with the state and federal government in the best interest of all 31 districts in the county. We are asked to agree on 4 candidates to be our representatives, from 8 great candidate applications.
Then, the Charter Schools' Department asks the SCCBOE to approve a Memorandum of Understanding (MOU) and Addendum to the MOU with Alpha Jose Hernandez (AJH) Charter School for Conditional Approval of its Charter. This is an action item, and the MOU and Addendum can be found under agenda Item 11b. On 10/16/24, the SCCBOE approved a resolution conditionally approving AJH Charter School's (a low performing charter school) renewal application through June 30, 2027, as long as AJH executes an MOU requiring AJH to update its School Improvement Plan, submit local assessment data to the SCCOE twice a year, and to attend quarterly School Improvement Plan progress meetings with SCCOE staff. The addendum to the MOU includes all those stipulations by AJH.
Lastly, the Board will discuss the Approval of an Agreement for Interim Superintendent. This is an action item and amended contract can be found under agenda item 11c. The Board Is asked to approve this addendum to the current employment with Dr. Hinman to keep him in place until the Board hires a permanent replacement (at the latest to June 30, 2025).
