New Superintendent Contract Approval, Anyone?

The Wednesday, April 16, 2025, Santa Clara County Board of Education (SCCBOE) meeting will start at 5:00pm. Contemporaneous public comments may only be made in person in the San Jose Room of the Santa Clara County Office of Education (SCCOE). First up on the agenda, the SCCBOE will recognize the SCCOE's Employee of the Month. The SCCBOE recognizes 10 SCCOE employee each year for their outstanding service to the county office of education and greater community. April's recipient is Jose Rosales, an Accounting Specialist in the SCCOE's Business, Facilities, and Operations Division. Jose has worked for the SCCOE for 10 years starting off as an Office Assistant and working his way up to an Accounting Specialist.
Next, the SCCBOE will receive the Student Board Member Report, and then hear Public Comments of Persons Desiring to Address the Board (for non-Agendized items). Participants are given 2 minutes at most to address the Board, and the Board is not permitted to engage on the subject matter because it is not agendized. Next, the Board will hear Reports from SCCOE Bargaining Units (which include its teaching and staff unions, among others).
Then, the Board will consider approving its Consent Action Items. The consent part of an agenda generally includes non-controversial subject matters that can be approved all together if the Board all deems the items non-controversial and chooses not to pull any for discussion. For the SCCBOE, this part of the agenda typically includes minutes from the prior meeting, resolutions recognizing ethnic groups the county serves, specific educational initiatives, and outside donations the county has received. This meeting's agenda includes resolutions recognizing National Mental Health Awareness Month, National Foster Care Month, National Fentanyl Awareness Day, Child Abuse Awareness and Prevention Month, and National Sexual Assault Awareness Month. Stephanie Gomez will next Request Approval of the Budget Revisions for March 2025.
This is an action item and the request and budget revisions can be found under agenda item 7A. Assistant Superintendent of Business Services, Stephanie Gomez, and Director of Internal Business Services, Lauren Nguyen, will present the revisions and be there to address any questions or concerns the Board may or may not have on the budget revisions. This is a regular request when either Income or Expenditures in actuality are different from the SCCBOE/SCCOE's approved budget. In total, this month, there was an unplanned for increase of roughly $5.2 million in expenditures and $4.4 million in revenues. The delta between expenditures and revenue, were unplanned expenditures for legal services and repairs at some of our facilities.
The SCCBOE will next consider the Approval of Employment Contract and Appointment of County Superintendent of Schools. This is an action item and the Employment Agreement between the SCCBOE and David Toston, Sr. can be found under agenda item 7B. The Board is asked to consider approving this employment contract for SCCOE's possible next County Superintendent of Schools. If the contract is approved, David Toston will start his employment with the SCCOE on May 1, 2025.
After closed session, the Board will then receive Informational Updates on Enhancing the SCCOE Deaf/Hard of Hearing Program, 25/26 Special Education Program, Head Start Program, and the SCCOE 25/26 Budget Development and Fiscal Planning Overview. These are discussion items, with no action requested to be take. Presentations and supporting documentation for these updates can be found under agenda items 10A through D.
