Same Stuff, Different Day

The Wednesday, June 10, 2026, Santa Clara County Board of Education (SCCBOE) meeting will start at 5:00pm. Continuing this week: The Board will immediately adjourn to closed session to conduct five intradistrict hearings; public session will reconvene after closed session. Contemporaneous public comments may only be made in person in the San Jose Room of the Santa Clara County Office of Education (SCCOE). Community members can follow SCCBOE meetings at home by clinking on this link and scrolling down to the Watch Live heading. When open session commences, first up on the agenda, the SCCBOE will recognize SCCOE's Student of the Year and Substitute of the Year. The SCCOE's Student of the Year, Samuel Mora, has been in the SCCOE's Opportunity Youth Academy (OYA) since January 2026 and has been going above and beyond in his academic self engagement and has a keen interest in attending SJSU. The SCCOE's Substitute of the Year, Martha Garcia-Perez, has been a substitute for the SCCOE's Head Start program for nearly two decades, worked in 20 different classrooms, been a reliable and committed substitute, and has been providing children with the best possible services from day one.
Next, the Board will hear Public Comments of Persons Desiring to Address the Board (for non-Agendized items), followed by Reports from SCCOE Bargaining Units (which include its teaching and staff unions, among others). For public comments, participants are given 2 minutes (at most) to address the Board, and the Board is not permitted to engage on the subject matter because it is not agendized.
Then, the Board will consider approving its Consent Action Items. The consent part of an agenda generally includes non-controversial subject matters that can be approved all together if the Board all deems the items non-controversial and chooses not to pull any for discussion. For the SCCBOE, this part of the agenda typically includes minutes from the prior meeting, resolutions recognizing ethnic groups the county serves, specific educational initiatives, outside donations the county has received, disposition of surplus items, Head Start program reports, approval of board policy updates, and employee compensation increases over a certain threshold. This meeting's agenda includes a resolution recognizing the Anniversary of the Americans with Disabilities Act, and a resolution Opposing the the Construction or Operation of an Immigration and Customs Enforcement (ICE) Detention Center in Santa Clara County. Superintendent Toston and Dr. Matt Wayne will next Request Adoption of the 2026/27 Local Control Accountability Plan (LCAP). This is an action item and their presentation and the LCAP can be found under agenda item 10A using the link provided above. You can read more about the LCAP in last week's blog post here. The Board is requested to approve the LCAP.
Superintendent Toston and Stephanie Gomez will then Request Adoption of the Budget for 2026/27. This is an action item and their presentation, the budget and many other supporting documents can be found under agenda item 10B. You can read more about the county budget in last week's blog post here.
Next, Superintendent Toston and Dr. Matt Wayne will present six Revised Board Policies for First Reading and Adoption. This is an action item and the revised and/or new policies can be found under agenda item 10C. We have a back log of board policies that have not been updated with changes in the law, and we will be sizable amount to the board in the next couple of months for review and approval.
Then, Stephanie Gomez will present Budget Revisions for the Month of May 2026. This is an action item and her supporting documentation can be found under agenda item 10D. The short of it is that during the month of May 2026, the expenditure budget was increased by $1,506,293 and revenue was increased by the same amount; and no change in the fund balance.
Superintendent Toston and Dr. Matt Wayne will next present the 2026 Head Start/Early Head Start Self Assessment Plan of Action. This is an action item and the presentation and plan of action can be found under agenda item 10E. The plan came after a thorough self assessment that not only interviewed many different stakeholders, but also involved records reviews, observations, and financial transaction testing. In the end, the team found many strengths and ultimately came up with seven priority areas to improve in the next year.
Superintendent Toston and Stephanie Gomez will then request Approval to Establish a 7-11 Committee for the Sunol Street Property. This is an action item and the request can be found under agenda item 10F. This committee is required in order to consider the sale of a nearly 2 acre property owned by the SCCOE that can no longer be used for educational purposes.
Then, Superintendent Toston will present the Superintendent Work Plan and Performance Goals for 2026/27. This is an information item and the plan can be found under agenda item 12A. This document aligns the Superintendent’s performance goals and priorities with Board's and will inform the Superintendent’s Work Plan and serve as the basis for the next evaluation cycle.
Next, Superintendent Toston and Dr. Matt Wayne will present nine Revised Board Policies for First Reading. This grouping of revisions are information items and can be found under agenda item 12B. As explained above, we have a back log of board policies that have not been updated with changes in the law. This will be the first reading of these board policies, with no action required at this meeting to approve them.
Last, but not least, Superintendent Toston and Dr. Matt Wayne will then present the Local Control Accountability Plan Local Performance Indicator Self Reflection. This is an information item and the self reflection can be found under agenda item 12C. This is another one of those documents required to be completed and presented with the yearly LCAP.
